IWC Inter-Sessional Meeting
vs Completion of
RMS
At
its 52nd annual meeting in Adelaide, IWC decided to hold an inter-sessional
meeting on the completion of RMS. The decision also stipulated that the meeting
was to be held in Japan, in the early part of 2001.
But in its protest against the
Japan Research Programme, the United States of America announced that it will
not participate in the meeting, if held in Japan. Monaco then offered to host
it. Instead of standing by its own decision and respect its own decision-making
process, IWC decided to submit to such inappropriate pressure from one of its
members, and called for a secret ballot (conducted at the time of writing these
notes) to decide between Japan and Monaco, which country shall host the
inter-sessional meeting on RMS...
Another serious blow to the
credibility of this organisation. It seems every time IWC makes a step forward,
it finds a way to go two steps backward.
