Behind closed doors since 1995 and starting again in earnest in early 2003, the U.S. Dept. of Interior entered into negotiations to transfer a full range of activities and professional management duties at Yukon Flats National Wildlife Refuge in Alaska and the National Bison Range Complex (NBR) in Montana with two Indian tribal governments.
