With the prerequisite of protection and strict and just supervision, natural
resources can be used properly. Based on investigation data (till 1997) our
country has set up 926 preservations contributing much to preserving wild
animals and their habitat, certain artificial propagation facilities and farms
have helped enlarge the varieties of animals. The preserved animals have been
bred rapidly and in large number. However, at the same time this situation is in
a dilemma. The financial support is short to the rapid increasing of protected
animals. And, the animals are not allowed to be properly used to gain certain
financial interest because of the prohibition rules of the world organizations
and our government. For example, our Panthera tigris (Northeast China),
in Hengdaohezi Great Cats Center and Tiger Garden (Heilongjiang Province), there
are nearly a hundred tigers, each day each tiger eats lots of beef, which causes
financial shortage in the center. The tiger's number is increasing, while the
financial benefit is decreasing. These tigers are at the top of the protection
list and tiger bone is forbidden in medicine. Even if the tiger died physically
or pathologically, its bone can not be used and is merely kept in a warehouse.
This is a pity for patients who can not have the noted proved formula possessing
tiger bone ingredient that can not be equally replaced by the similar ingredient
from other animals. Further more, the difficult financial situation in breeding
tigers can not be helped by tigers themselves. Why can not we properly make use
of the died tigers to avoid the loss of this proven formula because of lack of
tiger bone ingredient, and further the young generations of the tiger can take
the advantages of their forefathers? Why can not we do such things with so much
good but without any bad?
Thus, I would like to make clear:
1) Protection for protection's sake is against the initial intention of man's
environmental protection and protecting himself, against his own benefits of
long-term living and developing, too. Only under the guidance of the sustainable
use principle, protection is possible and effective.
2) In the animal/plant protection, different conditions in culture,
production and economy of different countries should be taken into
consideration. Problems are resolved in sequence of urgency or less urgency,
corresponding methods are carried out, thus, the fair and effective protection
can be guaranteed.
3) Protection and sustainable use gained from protection form a dialectical
unity. Only when there are benefits gained from sustainable use, can there be
powerful and effective protection.
4) Strict supervision is extremely important? With strict, fair and just
supervision protection/ sustainable use can be guaranteed.
5) Family planning, promoting production, strengthening education, treating
pollution, getting environmental protection regulations legislated, and making
attacks on crimes to endangered wild fauna and flora are all important means in
protection all living beings and protecting our earth.
With the international regulations and our government's policies and the
sustainable use principle as the guidance, traditional Chinese medicine will
continue to work hard in protecting wild resources, using them properly, getting
itself inherited and developed, so as to help meet the need of the people in
returning to the nature.
Human beings love nature and protect nature, enjoy themselves in the nature
and make use of nature. Let us keep human beings and nature in perfect harmony.
