China is one of the countries a country which mostly rich in natural medicinal resources. Chinese should be regarded as a nationality which are of long history and very abundant practice and experiences within the area of research on traditional medicines and their specific utilization,. Traditional Chinese Medicine is one important component of magnificent Chinese Culture.

For thousands of years, Chinese established a series of scientific and systematic Chinese medical theories base their practice and experience battle with various of diseases. The profound knowledge of TCM has made significant contribution to the disease control and treatment, healing and health protection, and even the multiply, prosperous and success of Chinese nations. It played great facilitate functions to the development of medical science of all over the world.

Since the People's Republic of China was founded, the Chinese Government attached great importance to the development of Chinese Medicine causes. A provision of the Constitution of the State includes contents such as "to develop modern medicines and traditional medicines of our country", thus provided essential legal recognition to TCM.

Under the guidance of the policy of reforming and opening, the development of the chinese medicine industry has reached a basic scale and is indicating a flourish foreground

Since the foundation of the People's Republic of China in 1949, the cause of Chinese Medicines have achieved quiet great progress under deliberate concerns from government at various level jointly with effort of whole Chinese medical practitioners. The specific administrative department, science research institutions and teaching facilities have come into existence officially, the system provide the development of Chinese Medicine Science with a effective framework of guarantee.

While caring out the policy of reforming and opening, the industry of Chinese Medicine at the national level at all time keeps its tendency with high developing speed compared with average national economy increasing rate. It takes full advantages of integration bodies of agriculture, industry and commerce, and good combination of producing, supplying and marketing. The Chinese Medicine industry selected quiet a lot of locations to produce authentic medicinal material with high quality and so-called green medicinal materials. Thus make the producing of Chinese medicinal materials coming to reach a level of both intensive and extensive features. During the above process, the producing bases had been established with a preliminary scale. On December 9, 1996, the first national public health working conference was convened by the State Council. Top leaders such President Jiang Zemin, Premier Li Peng and other State leaders presented their view of points to the conference. One important fruit of the conference was "the decision from Chinese Communist Party Central Committee and the State Council on reform and development of public health". The conference and the decision affirmed Chinese Medicine's historical status, legal status, science status and its substantial achievements. "Pay equal attention to Chinese Medicine and western medicine, and develop traditional Chinese Medicine" was clearly stated as general guidelines for the development of TCM. It requires and urges all Chinese medical affairs practitioners actively to mobilize every accessed modern technology to boost the development of TCM both in theories and practices, to fulfil the purpose of TCM's modernization and make it to better protect and promote public health situation of Chinese nations.

In most recent 20 years, along with more open process of the state, international cooperation and exchanging activities fast increased, TCM have been transferred to more than 120 countries and/ or regions. In 1991, the World Health Organization (WHO) and the Chinese Government jointly organized an International Conference on Traditional Medicine in Beijing, China. There were a lot of public health administrative officers and even some of ministers come from more than 40 countries and/or regions. The Beijing Statement entitled "Human-being's health needs traditional medicine" was adopted as a formal appeal from the conference. It is believed that TCM is coming to be realized and accepted by all nations of the world, it will better serve other nations while combating diseases in future.
