5.3 Development perspective. The
objectives of nature reserves in China are to develop a complete national
network, which is characterized with balanced coverage of all types of natural
ecosystems, perfect geographical distribution, rational size and satisfactory
range of functions. The sophisticated and well-operated management system will
be established, and all of rare and endangered species, special species endemic
to China, and typical and fragile ecosystems will be fully protected, and
furthermore sustainable development of resources, environment and economy will
be accomplished. The development planning of nature reserves in China is shown
in Table 7.
According to the outline of China’s nature reserve planning, the short-term
goals (1996-2001) are defined that the number of nature reserves in China
amounts to 1,000 of which about 140-150 are expected to be State-level nature
reserves, covering 9 per cent of the total area. If forest parks and scenic
areas are also added, the protected area will account for 10 per cent of the
total area. The legislation system and law enforcement will be enhanced, and 80
per cent of nature reserves will establish organizational management structure
and have adequate staff. In addition, 50 per cent of nature reserves will be
equipped with basic facilities for conservation and management.
The middle and long term goals (2001-2010) will achieve that the number of
nature reserves in China amounts to 1,200 of which about 160-170 are expected to
be State-level nature reserves, covering 10 per cent of the total area. If
forest parks and scenic areas are also added, the protected area will account
for 12 per cent of the total area. The perfect legislation system of nature
reserves will be set up in China, and 90 per cent of nature reserves will
establish sound organizational structure and 70 per cent of nature reserves will
be equipped with up-dated facilities for conservation and management.
